Arbok was never good. Arbok was at its absolute best in gen 5, when it got Coil and Gunk Shot, and Glaring Reound and (I think) Electric types meant something.
It has been outclassed as a poison type by shit like Weezing and the Nidoroyalty since gen 1.

UU is basically OU number 2. Hell, shit in RU is still not even outright bad. NU feels like past gen UU's. Saying something is "Never Used" when there are 2 tiers below it gives off a bad impression. Just using a straight tiering system has less of an implicit bias.

That's what happens when tiers are based on usage.
You probably can run many lower tier pokémon decently in OU if you fit them in a proper team but people don't even bother experimenting since it's easier to copypaste the currently successful teams.

It's the same problem with the TCG, people hate experimenting and only one guy once in a while surprises everyone with a set notoby was expecting, only to be spammed one day later and make the meta stale again.

Phione is actually ranked higher than Regigigas because it's pretty much impossible to get Regigigas to remove Slow Start without T-Wave+Sub, getting walled by any ghost (made worse since switching restarts Slow Start) if it uses Drain Punch+Return, and phione having a way better Move Pool.

This reminds me I managed to wreck havoc in doubles for a while, time ago, with a Regigigas combo gimmick.

Regigigas with Misty Seed running Power-Up Punch, Return, Drain Punch and Fire/Ice Punch paired with Hawlucha with Unburden running Entrainment and Tapu Fini.
First turn Regi goes for P-U Punch while Hawlucha passes him Entrainment. Second turn I switch Hawlucha (which was most likely dead, to be honest) for Tapu Fini, whose Misty Surge triggers the Misty Seed, triggering both Unburden and the Sp. Def. buff, as well as making Regigigas immune to statuses for 5 turns. Rest of the team was Comfey to babysit Regigigas and other stuff that covered its weaknesses.
95% of the battles were over as soon as the strategy was set in motion. Fun times.
