Because Staraptor is countered by a couple of mons that have been OU since the beginning of time and will remain OU unless GF makes something better, like Skarmory. UU will simply never get the tools to deal with Staraptor.

This is the curse of GF rarely ever making good defensive mons. They're so few and far between that the count of defensive mons in OU just goes up whenever one comes out, and none of the defensive threats ever fall because theres just not enough competition for him.
