Is this the best Pokémon game ever made?
That's not SoulSilver.
Depends on whom you ask.
But personally, I'd rank it among my top 3 favourite Pokémon games.

Spin-off, arguably. But it's not main series

It has a nice story. Too bad I can't fucking stand PMD's gameplay.

No this is.

Pokemon's RPG gameplay doesn't translate well into a roguelike at all. PMD already has a set turn pattern since it's a roguelike, so moves like Agility which normally boost the player's speed in the RPGs to move first instead doubles your entire team's movement speed, allowing them to move much faster. Since your turn isn't over yet, you can use this two more times to quadruple your speed. Most speed-based abilities like Chlorophyll and Unburden instead make Pokemon use two moves in one turn. Unburden specifically is handled horribly; in the main series, the speed boost would activate if the Pokemon's held item is lost, but in PMD, you can simply be empty-handed to use two moves at once. Adding to this, the roguelike gameplay means that the player can go into a safe corridor and continue to use stat-boosing moves like Minimize or Howl to either avoid damage altogether or one-shot everything in their paths. This problem results in Pokemon like Drifblim being far more overpowered than anything else in the game, because it has access to stat boosting moves like Minimize and the Unburden ability.
If you're in it for story, Explorers is definitely a better experience than the main series. However, if you're comparing it to other video game series outside of Pokemon, it's not all that special.
