Any reason Dewgong can't learn Scald even though it's part Water type and Emboar (a damn Fire type) can?
Also, is their anyway at all to run Dewgong that's somewhat useful?

You had to nitpick the only Ice type that learns it, uh?
I think it's justified because Crabrawler gets it in virtue of being a crab and not being an Ice Type yet.
