I'm gonna wager a guess on Snorlax, who deserved better than what he got. point is, Gengar is a sort of standard. When he stops being OU it's a display of power creep or just general fuckery in the delicate balance of the meta. What happened in gen 7 with the cursed body thing isn't really power creep, just general fuckery.

Gengar is a status quo, to keep him relevant is to keep a lot of older pokemon in the game.
