There is no reason. Gamefreak just tossed ghost type on it because they realized how bland it was. These days every starter's final typing needs to be a mystery or surprise so RIP typings that actually make sense with the design.

The problem is that they didn't add any sort of leaf detail. The back leaf coat tails and hoodie strings have 1 single line with no details, nicks or anything (compared to something like Leafeon). Or make at least the "coat ends" individual leaves instead of what we have.
When you have as few grass qualities like that, you have to put more detail into what you have. There's no excuse not to in the age of 3D models.

But they DO have other "grass" qualities. Like how Sceptile has the bush leaf tail and seed pods. This is why Chesnaught doesn't look like a grass type at all, there's no focus or detail in what little grass qualities it has (thorny arms).
Decidueye is better off than Chesnaught but a little more focus or detail in its grass qualities really would've helped.
