Normal typing just isn't that good defensively. It can be good offensively, but that's more due to busted stats and abilities (look at the normal type BL mons)
As a defensive typing it has no resistances (- an immunity to ghost) so it can be worn down incredibly easily by pretty much anything that can hit hard. The only reason Chansey and Blissey are relevant is more due to their busted stats and good defensive ability in serene grace than anything related to typing.

So it either needs a busted ability, or a far better defensive niche.
