Ya know, I get that he loves Tiger Mask and wrestling stuff aside and I am sure Tiger Mask does have its fans as well in Japan, but introducing a pokemon based on such (pretty sure that the original anime was pretty violent too) on a generation that brings about a lot of, er, I guess you can say new kids on the franchise that might have not even heard about Tiger Mask or probably don't even care about wrestling in general might have not been a very good idea. It's great for those who get the concept, but in regards to a broad appeal, it's not really that great either, which might polarize a lot of new kids' choice on who to pick for their own starter, thus picking the other cool pick right next to it (in this case, Decidueye). There's also the shock value, which may or may not work that well with them. It's unbelievably easy for a kid to box any pokemon if it's not up to their tastes and that includes every starter. On a generation that's got over eight hundred pokemon, I don't think they'll have any trouble ditching their Incineroar for any other Fire mon or heck, a Decidueye for any other Grass mon or a Primarina for any other Water mon. Heck, Greninja is handed over to them if they got easy access to the demo, they might as well pretend Primarina doesn't exist as long they have their frog around.

It pretty much depends on the individual, but it was already a pretty easy guess to assume Primarina to be popular in Japan (even if not first popular, at least second popular). With Ash-Greninja around, even if its level might be too high, you can still later breed a Froakie. With one or the other, it's up to the person whether to pick one or go with both, if they don't mind them. That is, assuming they want to go with a Water starter. Even if Primarina might be distasteful for some reason for them, they still have Ash-Greninja. And even then, there's the GTS as well and plenty of new Water type, Water type enthusiasts have plenty to pick from. People who often pick Fire starters don't have much to pick if they find Incineroar distasteful, there's Salazzle, Turtonator and Oricorio. Fire mons are usually pretty scarce every gen if you don't count older pokemon. That's often the reason why some stick with their Fire starter. I should know, I've been a avid Fire starter picker, it's only lately I've begun to change my picks. Geez, looking back at Diamond/Pearl, Flint had a pretty unusual team due to the scarceness of new Fire mons. I was fighting Infernape against Infernape here.
