Even if this were true (and it's not), that would just show Incineroar isn't popular enough to have a lot of people using it despite its flaws.

It isn't popular. Opposite, it's universally hated.
But there's a lot of waifufags and of course they use Primarina to make it seem more usable. It would be low NU at best if these faggots wouldn't use it as often. Decidueye on the other hand is not only popular but actually usable, if it wasn't for the way too high special attack it would be high OU. And will be Ubers once Ash-Decidueye finally comes around.
