Trainer´s Eye is far from the only rematch system in ORAS, There is Battle Food Court and improved Pokemon League rematches as well.

Also the Battle Resort Type Experts, which all have level 60 Pokemon that change constantly. They pretty much serve the function of Gym Leader rematches that you are requesting.

I also forgot to add Contest Spectacular to my previous post of features. So yeah, as I said, ORAS is full of cool features.
