They could actually leave that bit of dialogue completely untouched and it would still work.
Instead of "The legendary Pokemon(the collective lot, all legendaries) that don't evolve)" it becomes "The legendary Pokemon that don't evolve(addressing specifically the legendary Pokemon that have no evolutionary lines, the majority but with the few exceptions we now have)"

Alternatively, it could be left mostly the same, but with an added line like "And what differentiates those legendary Pokemon that do evolve from those regular Pokemon that also evolve?"

Game code puts them into the same category as the Tapus, Legendary Birds, Regis, etc. When searching the GTS, if you choose to exclude legendaries and mythicals, Silvally and Type: Null are also excluded from search results.
