Toxapex still has trouble handling a Specs Draco Meteor and don't even get me started on the Z-Crystal sets like Bloom Doom coming off a Solarbeam, or 195 Inferno Overdrives coming off a Blue Flare. It's still a god-tier wall breaker too spicy for OU. It would be a godsend for bulky offense as well with the Roost set, and can even jack up HO since it gets Tailwind, allowing it to Tailwind on your opponent's switch and annihilate anything that isn't scarfed.

Reshiram is on about the same level as Deoxys-N and Pheromosa, not quite broken enough to compete with Xerneas and Groudon, but too broken for OU.

Fug doesn't take up a mega slot if you wanted to use Mega Gengar or one of the mewtwos or something. Also, it gets Extreme Speed and Swords dance/Dargon dance so it can do a nice Arceus impression and revenge kill some shit or set up or whatever. And Choice Band + Dragon Ascent is always good. Salamence has more raw power, but Fug's more versatile.
