Not that guy, but UU before Gen 4 is a clusterfuck and didn't really work as it does now. It was basically a build-a-tier for Smogon members with too much free time, anything they didn't want to play with (regardless of power level) was banned until whatever meta they wanted finally happened. In early DP this was, of course, attempted again, except BL ended up becoming the largest tier by a significant margin. All the other smogmods said "fuck this, this is retarded" and dropped all of BL and forced UU to actually play the game.

Yes, BL is largest in Gen 3 because of the policies I mentioned. It's got like 50 Pokemon in it.

Gen 4's BL had something like 80-90 Pokemon banned within the first few months of DP before Smogon axed the UU tier leaders over this policy. Now it looks pretty clear that the bans had nothing to do with being broken, but that's just how it was back then.
