Probably cause he doesnt have the same battle theme as the other UBs, but Solgaleo, lunala, and Necrozma are just UBs that came here a long ass time ago.

Isn't this discussed over and over when SM came out? Just like solgaleo and lunala it came to this world as a UB, which are pretty much legendary pokemon from another dimension. After a long time, their status changed from UB to a normal legendary pokemon. I guess they got used to this world or something. So yes, they are now considered legendary pokemon, but they came to this world as an UB.
