On a monotype ice team, yes. That's the only place lapras is good. The problem is that ice is one of the shittiest monotype options.

good bulk, decent attacking stats, big movepool, makes a good hm slave if you'd like

competitive probably not? it was alright in vgc a few years ago but i don't know if that still holds true, and i have no idea what smogon metagames are like anymore
