The reason there are so many frogs and toads is obvious. The tadpole -> polliwog -> frog thing is one of the most classic and iconic forms of metamorphosis. (Which is what pokémon calls "evolution".)

That is also the reason we have so many butterflies and moths. They're great representatives of the concept of metamorphosis, so it's just makes sense to have multiple of them.
