Make him ice/steel and make ice resistant to ground and flying.

Ice resisting Ground and Flying would actually do wonders for the metagame. The only types that resist Ground are weak to flying, and the only types that resist Flying are weak to Ground. Currently the only way to be safe from both is to be Flying or have Levitate and also be a type that resists Flying. Ice resisting them both at once would give them a huge niche, and an actual reason to be Ice type
