He is already good enough. In doubles at least, not in single.
Anyway for USUM they will not change it's stat so it will stay slow as fuck. The only thing they can do is give it new moves with move tutor, or a unique Z-crystal but I don't think it will happen.

This thing needed No Guard Zap Cannon or something. There is no small thing that can make it good, it needs a big change.

A Gyarados that hasn't reached +1 would be forced to leave, at least. But you'd be looking at a semi-rare, predicted-to-be-EQ-carrying Gyarados who specifically came in just to EQ something, instead of boost or use a STAB. The set is rare, the situation is rare and the Gyara's decision in that situation is suspect.

It would need to get a unique move all to itself, like a priority Electric attack or a counter move just to be good. Example:

For Shield Option, why not have work like Spiky Shield/Baneful Bunker/King's Shield, where it's a protect clone but paralyzed if targeted for an attack.

Unless the entire game and all PvP battles have a perpetual trick room effect, no I don't see it happening.

Ground hits it neutrally due to Bug's Ground resist. You're in as much danger from EQ as you are from Return. Fire and Rock are much greater dangers.
