This is the same reason that fini can NEVER be statused upon switch in.

In theory, you could use the move Telekinesis to make them rise into the air. While airborne, lele can be hit by priority, and fini can be statused. Terrains only affect grounded pokemon.


The only issue being that it's very impractical and unreliable.
