Dragon-types were supposed to be the strongest type in the game, so Ice-types (i.e. the only type with a SE STAB move against them aside from Dragon-types themselves) were always locked inside a late-game dungeon so it would be awkward to fit them into your team at that point in the game. They also made the deliberately shitty so that they wouldn't overtake Dragons as the strongest type in the game. Then when gen 6 came out and they wanted to nerf Dragon-types, they decided to create a brand-new type rather than buffing Ice-types. because a new type would make the games more marketable.

it's a unique type, it's a very good stab type that's just begging to be on something with a speed of over 100, on the other hand it's a terrible defensive typing with no option for recovery moves and it takes 50% from stealth rock

Isn't Route 17 in the mountains, though? Perhaps they should've put more effort into making the height difference more obvious but latitude isn't the only thing that determines climate. Hawaii has snow-tipped mountains where you can freeze your nuts off after all.

They need to make an ice-type snow leopard with fur coat as it's ability. Give it high attack and speed, a good movepool including ice shard, and maybe a second typing if there is a decent one that would fit thematically. I feel like that could at least be decent.

Hail also needs to be better.

Increase defense of ice types by 50% in hail or something. SOMETHING.
