Steelix has 510 BST. It's fine. Just because it doesn't thrive in your OU meta doesn't mean it's a bad or weak pokemon, and the things that do hold it back don't have anything to do with its stats. Its the extremely common weaknesses to Water and Fire. Plus, with Sheer Force, it's attack can effectively be much higher. It it doesn't have the movepool to abuse that as much as possible, well, that's the movepool's fault. Stop memeing about its stats. Pokemon stats don't make sense. Reminder that there's literally no realistic way to decide how high/low the special stats should be, its literally all made up nonsense.

I think the only "heavy" Pokemon that actually weighs as much as it should based on its size, build, and alleged composition is Mudsdale.
Fucking Primal Groudon's height increases by like 50% from base but its weight only increases by about 10%. The Game Freak intern in charge of making up heights and weights could not give less of a shit about things making any degree of sense.

Arbok's stats are just middling, but on the frail side. Mono-poison isn't that great offensively or defensively (it's one of the best defensive dual types though). Earthquakes hurt.

Arbok would probably benefit from greater speed and a dual-type that's good stab, like ground as >>32713810 mentioned.
