I don't think they're fusions persay, I think it's just Necrozma forcefully manipulating Solgaleo and Lunala

Notice how they're always glowing like they do when using their signature moves, like they're being forced to always be at full power.

Maybe it knows Solageo/Lulana is needed to deal with the Ultra Beasts, but the one currently in this dimension is just a Nebby, so it acts as a stand-in.

to add onto this, OP, I considered that Necrozma might be 'standing in' for something that isn't there, it's not that this universe's Nebby isn't evolved.

...it's that the protag from Sun/Moon came over to this world and took the Cosmog without realizing the ramifications of their actions.
