There is literally no good reason not to include a skip option. Whether or not you're fine with the excessive dialogue in SM is another story and doesn't even matter, preferences are preferences.

Cut scenes were issue with the repeatability

I tried to catch as many pokemon as possible during the story because of how easy it was to get the shiny charm. So all the cutscenes didn't bother me because of how spread out they were.
