Fastest way to level up is to smash gyms with lots of friends. That's not always convenient for everyone, so using Lucky Eggs and mass evolving Pokemon (500 EXP per evolution doubled to 1000) is your best bet.

Check your Pokemon's IVs before evolving. It doesn't need to be perfect, but you want it as close as possible. You'll have to judge from experience what is "close enough", since spawns are based on location.
NEVER power up a Pokemon before fully evolving it. Evolution randomizes the moves, and you don't want to waste Stardust/Candy on a Pokemon with a shitty moveset.
