You actually can make great sprites in MS Paint. Most of the Mother 4 project's art was made in MS Paint. In fact, if you're totally new to spriting or art in general, I'd suggest you start in MS Paint and not worry about messing around with features and tools you don't understand.
I like using GraphicsGale simply because I've used it for years and it has a right-click color picker, but there are others, like Piskel, Aseprite, or Pro Motion NG. Some of them cost money, but most of them offer their most import features, like layers and palette control, for free.

Aseprite is godlike and helped me improve my spriting and animations a lot
it's a perfect mix between the simplicity of paint but the tools required from photoshop/gimp
