Model has a similar problem as Blastoise (among others): parts of the body are too small. Like Blastoise, the head is too small and the body too wide. Blastoise also has the problem of the arms being too small, but that's (thankfully) not a problem with Aggron.

For me the problem with the model is that it doesn't look organic (which is harder to achieve with more detailed graphics), it's a bunch of polygons and straight lines mashed together without any care or craft.

You know, it was pretty common to do something at that time. The same happened with Mega Man and Inafune artwork. Why do you think some Pokémon strongly differs from its artwork, like Dratini, Articuno, Moltres and Gastly?

They make sprites first because it would be harder to make them based in the complex artworks, so they can keep it simple. You would know it if you even tried to study basic game design.
