The villain had good intentions he genuinely believed in.
Amusingly, these are among the few Pokemon movies where the morality is not "black and white". The same goes for the others gen 5 movies, I wonder if it was on purpose.

I had no idea these existed, why make 2 movies?

This movie is alright, nothing good or bad.

By far the best BW movie is the Keldeo one.
I loved the visuals of that movie.
Kyurem chasing and fighting on the city feels like a kaiju movie. It's so nice to see.

Because of trading and interactivity.
Unlike movies, books, or music, video games allow you interact with itself. The game capitalize this by having version exclusives Pokemon that pander to people's tastes and allow trading. On top of this, it's much easier to make those changes look sloppy.
Doing it in any other media, especially movies, the changes between both versions isn't needed and it can look sloppy.
