You ever try using him in Emerald? Giga Drain is single-use only and Grass-types that aren't Sceptile are fucked for moves most of the time. He learns Psychic really late and doesn't have much else.

I used one of these things in HG, and let me tell you, it was a nightmare. Even if you can somehow patch up its moveset with Shadow Ball, its stats aren't good enough to be used over Alakazam, Espeon, Crobat, or Dodrio. It's almost always a waste of time.
