Only for legends not staters or humans
Game Freak used models that had a much higher polygon count than necessary, which ended up making the games run like shit. That either means that they were planning on porting it to a console with a higher definition (i.e. the Switch) or that Game Freak are incompetent developers. The latter is more likely to be the case.

Because the only thing the 3DS is rendering is the model and a pedestal. While the game has to run two to four Pokemon, trainer models, and background (which are a mix between 3d and 2d assets). That's why the application ran well but the game run like garbage
