why does it need it? It's got Wood Hammer, Superpower, Horn Leech, Stone Edge, and Megahorn as massively powerful moves, it's got arguably the best terrain for team-building thanks to it halving the power of Earthquake, protecting mons who are ONLY not viable because EVERYTHING else in OU has Earthquake. It also is a nice wallbreaker for more stall-oriented teams, and gives nice support with the free leftovers.

Choice Band on it lets it 1-shot many things in OU with Wood Hammer+boost from Grassy Terrain, and if that's not good enough, it's also got a very bulky set that is also viable thanks it access to Horn Leech, Bulk Up, Leech Seed, and Substitute.

It's not as generically useful as Koko or Fini, nor as outright busted as Lele, but that doesn't mean it's bad by any means. It's just used on a more specific subset of teams.

Wood Hammer has 270 BP after STAB and Grassy Terrain
Smart Strike has 70 BP.
The target has to be 4x weak to steel for Smart Strike to do more damage than Wood Hammer, and even then it's only marginally better.
