Training cooldown is 30 mins
You need a minimum of 20 seconds to tap + do a training session (if you don't get an event)
Now you do your 3 trainings (minimum 60 seconds) your timer is at 29:20 (cooldown starts after you're done with the training I believe)
If you have a fully powered up piplup your timer will reset, you spend one minute going through your training and the timer is back at 29:20
If you have a 2 candies piplup, your cooldown won't reset and once you're done with your training the timer will be less than 28:40
hmm I guess it only pays off in the long run and only if you have absolutely nothing else to do

Why is popplio considered a meme by so many people here?
I get that in the short run it might not be as profitable for diamonds as people hope, but getting a bunch of coins or food every 7 hours is fine for me too.
Sure, it will need a month to actually turn in a profit, but if you spend the diamonds somewhere else, earning them back would take even longer, than if you buy popplio first. Besides, I plan to play this game for months anyway, and aim to get all the supports.

You are overestimating Popplio a lot. In those 3 days, you activate Popplio 10 times. Let's say you get 20 diamonds from that.

In those same 3 days you could get a Slowpoke and activate him 6 times. That gives you 6 extra training points from Piplup and 6 extra exp gains from Pikachu. All this extra JP means you beat leagues faster and rank up faster, both things give you diamonds as well.

In the end, Popplio would give you something like 1 or 2 diamonds of profit over Slowpoke in 3 days. Let's round that to 3 diamonds so it's a 1 diamond/day. However, he also costs 150 diamonds more. This means you would need 5 full months only to break even and only after that you might get any profit.

I'm at 300%, you get +10% everytime a karp reaches max lvl and a bonus for clearing leagues. It's a freemium game, the higher you get the ''easier'' it gets (that's when number start going sky high, for exemple my lvl 40 karp reach 2M JP)

Food is more constant so you see the benefit to it faster. The issue is if you use coins to power up food, the highest powered food shows up the least so you kinda got fucked where the training upgrades don't fuck with odds.
Decorations are a flat increase though which is why Shaymin is great because all of the food is worth more now.
