I would probably just buff it's Defense and special defense. It's weird, but before I actually did research on how the stats worked I always thoughts Parasect would be heavily defensive by looking at him. But then I played through Leaf green and noticed how far he lagged behind.

He looks like a tank, but his stats and type matchups are just awful.
