What if it was only a 2 turn tailwind? This makes it so whatever you send out only has 1 turn with double speed. Your opponent can just use protect or switch into something else during that turn.

Jumpluff would probably benefit the most from simply cutting 20 Sp.attack and adding it to Attack too.

Jumpluff was never support bro, it's always been used to Spam Acrobatics, Sleep powder and U-turn away.
Play Rough would round out it's moveset a bit more, Powder would work more into it's mid-support role and Roost would be more reliable healing for it.
