The problem is that it's weak to fire. Its lore suggest it shouldn't. Maybe if its signature ability worked like Flash Fire, it'd be good.

There are more light-based Steel moves than Fairy moves, and almost no light-based Fairy Pokemon (Morelull and Shiinotic are the only ones off the top of my head).

Light is basically spread throughout Normal, Electric, Psychic, Steel, Fairy, and even Ghost (Confuse Ray).

Solgaleo is more of the Sun's core than the outside of the sun.
