If it were to dominate any tier it would simply be put into BL and never see daylight again. So no, Incineroar is fucked no matter what. If it stays in NU its shit, if it drops lower it would be too strong in those tiers and smogon would instantly panic ban it to BL. And things will get even worse once Intimidate is out. Then it might actually be viable enough to be used in high NU or low RU but that pretty much puts it in a lose-lose situation aswell. It just isn't made for singles so Intimidate is a guaranteed nail in the coffin for it. The best outcome for Incineroar is stay shit in NU, wait if Intimidate will ever be released and then do something in VGCmeme... though its kinda shit there aswell because Arcanine completely outclasses it.

Incineroar has pretty good bulk aswell as two very good stabs. Fake is also pretty neat and when Tutors roll around it may finally have a reliable fire type stab move that doesn't hurt itself. At least with what PU has to offer right now I just can't see it there but in anything above PU it just might be too bad in singles...

Intimidate, good bulk, recovery with morning sun and average speed aswell as Extreme Speed as an added bonus. It has everything it needs in order to be good in doubles. Incineroar is also way better in VGC for similiar reasons.
