1/2 is power creep and fairy dominance pushing several former OU/Dark/Fighting types into UU and those mons pushing UU into RU and so forth.
The other half is most of those mons having horrible stat distributions or having hindering abilities.

Drampa's fine being slow, it fits with the design of a "grandpa dragon". The problem with it is that it has no bulk. Promote it to pseudo status with a couple of prevos that get slower as they evolve and pump most of the extra 115 BST into defenses and it'd be fine.

It's not just that things are slow, it's that they don't really have that high stats either. So many Pokemon in Alola hover around the 470 range, which is simply not good enough unless you're minmaxed to perfection or have a godly ability.

Meanwhile, some of the UBs were minmaxed so well they invalidate everything else.
