Game Freak just wanted to make a slow meta centered around Trick Room and they probably didn't have enough new Pokémon to give all of them the most suitable stats, so Vikavolt happened to be chosen as the slow, strong Special Attacker, even though it clearly doesn't look like either of those things.

Charjabug is the region's early bug, its already as strong as things like Buttetfree. Vokavolt happens to evolve from it but it's the region's Pinsir/Heracross

29% of its stats were pumped into special attack already, and they went too far in trying to balance that out with a low speed.

As for lore justification, you can argue that max speed=/=battle speed. It's the difference between someone doing a 100m run and someone punching before someone else can.
