I agree that a true flying-fish inspired fish Pokémon would be cool, but I can see how the designers would think we already filled that niche.

Finneon and Lumineon are freshwater butterflyfish being interpreted literally. Their butterfly-wings aren't used for flying at all. They're just decorative and help them send out their light signals. Fuck, Lumineon is more closely connected to deep sea than the surface with how bioluminescence is the attribute that GF put the most emphasis on aside from visually being a fish that resembles a butterfly. No flying elements at all.
Gyarados is a fucking sea dragon, and its Flying type is one of the least justifiable typings in pokémon history. Literally no connection to flying fish unless you think that every Water/Flying mon would be a Gyarados rip-off.
Mantyke and Mantine are the only ones remotely close in terms of behavior, since they actually are known for hovering just above the surface. They look nothing like flying fish though.
