Yes. It's impossible to legally catch a Beldum in a Heavy Ball.

Due to the way catch rates are calculated, Beldum's catch rate becomes zero when a Heavy Ball is used on it, making it literally impossible to catch.

Wasn't there a thing in Gen IV that prevented the catch rate from going below one? If that's the case, the legendsry birds might be legal in Heavy Balls.
