The thing is they won't change it because it would require changing the whole breeding mechanics. The egg laid always hatches into the female parent, so to enforce the rarity of some Pokémon they made them mostly male.
And if they didn't change this ratio with the last three generations of starters, I'm pretty sure they will never change it and we'll keep having at least one feminine starter with that same ratio every gen in the future.
Not that it's a big deal, but people will have to learn to deal with it.

And for Japan merch sales, Decidueye's plush honestly just looked bad while Primarina got something that looked really cute and comfy. There were also some metal charms released where the sales were Rowlet Line > Popplio Line > Litten Line, though people could have bought them for one pokemon rather than the line as a whole. Primarina just stayed there for weeks instead of a couple of days, and even if you don't want to use it as proof that Prima is more popular than Decidueye (which is fair), it's proof that Primarina is a really popular Pokémon there.
I'm pretty sure final stages never do really well and, considering the price, it sold really well in general. Although as you said, stuff like Vulpix, Mimikyu and even Rowlet completely reign over them.
