Mimikyu is amazing in webs(pretty much mandatory) and comes handy in almost any form of offense because of Disguise. It's a fairly one dimensional mon but one that rarely fails in performing its job, provided it is used correctly. It's one of those mons that becomes underrated because it used to be too overrated.

This is not really true. Turning a would-be weakness into an immunity is a big thing for a squishy mon like Gengar and gives him more opportunities to switch in.
There are also quite a few popular choice item users with earthquake.

I think he means that a very high power move coming from a 90 attack stat is worse than the same move coming from a 130 attack stat, so the strong pokemon benefitted from the Z-moves more, since they're the ones that will actually get to use them and the weaker mons won't when you're limited to 1 Z-move per battle. Things like Z-conversion Porygon are the exception, there are very few other Z-moves as insane as that.
