I always hated that comparison because

1) Toriyama's designs are bit more subtle than that.
2) Most of said anon's impressions of Toriyama's style came from the Dragon Ball Z ANIME which were more or less adaptations of Toriyama's style than Toriyama's art itself
3) By the time Pokemon first came out, Toriyama's style had a lot more detail than nostalgiafags projected on classic Sugimori.
