How do you inject into gen IV?

When the WiFi servers were still up, all you had to do is use PokemonGTS or whatever the name of the site was to upload your Pokemon, then change the DNS of your DS to theirs and it would automatically send it to you once you entered the GTS.

But nowadays I think the only way to do it is either by using an AR or a Flashcard.

I wonder if there's something like PKHeX that works with the Gen IV and V games, or a program for 3DS homebrew that can backup and load DS games.
