Every newly released mega starts in OU, and works its way down, it can be a good check to Ash-Greninja and maybe Tapu Koko, but it's still way too weak for OU.

I wouldn't say lightning rod is a shit ability. It's actually nice, just not OU worthy for the current meta. Most of the grass types in ou are bulky ones like Tangrowth and Ferrothorn.
