Maybe they set it up like this to have time for ash's story to develop in that 1 year and a half of in-universe time. Nebby could be played like puni-chan was in XYZ, being picked by lillie and brought home in secret and then having the plot develop from there.

I don't really know were vulpix fits in all of this considering game lillie didn't have a pokemon prior to nebby, and game gladion got null when he ran away, not after, but is not like the anime will follow the game's plot to a t (or if it will at all), so who knows.

Also I didn't realise until now but I suddenly find it weird they made a new character to be lillie's butler/caretaker instead of Wicke.
