Never cared much for Roothoot. The same cannot be said for the man, the myth, the legend Ballio

Hmm, not really to me, but then again, it's just a fakemon that happened to come at a certain time, before the Ballio crew came (I really liked some of the fan art despite controversy). Maybe some day, some dude will feel like making a romhack with them. It'd be interesting to say the least.

If you really want to know, to a extent, yes, that is indeed clown hair, but it's not literal hair (that belongs to the actual creature nor is the creature capable of growing such hair). D.I (the self-proclaimed design's creator) mentioned it being red sea sponge, suggesting the idea of wild Pinnister (if you will) scavenging this particular sea sponge in the bottom of the sea/ocean to make it his own.

There was this piece of fan art that was based on this if you're still confused.
