I do think fire/rock fits torkoal but:

If both were fire/rock they'd be practically the same pokemon, drought and rapid spin aside.

You can't make it Rock/Fire because Magcargo.
And you can't make it Ground/Fire because Camerupt.

An unfortunate example of concept over usability.
A slug made out of lava is pretty neat. Evolving into a lava snail with a rock shell is appropriate and equally neat.
But since it's a snail, that means it has to have high defense and low speed. And since it's Rock/Fire it's extremely weak to Ground and Water, both very good and popular offensive types, and the latter is the most common type by far.

Which only makes a bit of sense on magcargo because their stats are already so similar (that didn't stop our 4 slow physical grass/ghost types anyways), and is just a stupid complain when compared to camerupt, that has nothing to do with torkoal stat or niche-wise.

It doesn't help that it was conceived in the 2nd generation where a lot of pokemon were useless state wise. Magcargo is my absolute favorite pokemon but he is so utterly unusable, bringing him into any battle no matter the format is jut a dead weight. It hurts
