To be fair, Geodude used to just float. In the games, most water Pokémon just float. It's really nothing special.

Pokemon who are essentially "cores" with no limbs float because, unless they are spherical or have some gimmick for propulsion, they'd have no means of locomotion.

There are mons who are thematically sedentary like Spewpa and Palossand, but an ice cream cone has no thematic reason to be stationary. Glalie on the other hand has a goalie hook and shouldn't float.
