they wouldnt start Necrozma promotion way before the game announcement or they'd reveal its form and hypee it up for a bit.

It's because the next TCG set is themed around Necrozma, but also has cards for Charizard, Ho-oh, and Fug (all three of whom pop up in the TCG a LOT). It's similar to when BW had a random-ass Mewtwo set, just because he's popular.
