Primarina is kinda fine in choice sets with such stats and typing, Incineroar has a potential but is overall mediocre, Decidueye is beyond saving

Honestly I still think 100 is a little too slow for Decidueye. Its stats don't gel not only with its design, but also its movepool - it's got a bunch of great boosting moves and solid attacks but it can't outspeed anything.

I would have given it something along the lines of:

IE: play to its movepools strengths. I don't understand GF's obsession with giving defensive stat spreads to pokemon with godawful defensive typings.

Not him but my guess is that they were afraid that people would teach moves like Flamethrower/Fire Blast for Incineroar or Shadow Ball/Energy Ball for Decidueye through TMs making the game harder for themselves, where there aren't really any good physical Fairy/Water TMs to cancel out the good moves, so it wasn't a problem for Primarina.

That or they just wanted one starter to be at least decent.
